EBMUD MWWTP Secondary Reactors Rehabilitation, Phase 2 - SD462

Work includes rehabilitation of covered and open concrete structures; relining, modification, or replacement of small and large diameter steel and ductile iron pipes and their associated pipe supports; replacement or installation of valves and piping appurtenances and their associated electrical and instrumentation scope; installation and operation of a temporary 11 MGD pumped bypass; rehabilitation of reactor mixer and aerator; installation of new or improvements to existing instrumentation and their associated electrical and instrumentation scope; rehabilitation and replacement of motor control center components; modifications to existing sluice gates and installation of new slide gates; installation of platforms and access improvements to open concrete structures; rerouting of sump pump discharge lines; excavation and trench work; and surveying of key points in and around the reactors.

This project will require multiple trades and types of work; for example (note: this list is not all inclusive): demolition, saw-cutting, concrete coring, hazardous materials handling, grading, excavation, shoring, fill, concrete, rebar, waterproofing, painting, industrial coatings, structural steel, bolting, welding, mechanical, electrical, pipeline, plumbing, crane equipment, handrails, guardrails, ladders, gratings and railings, doors and windows, paving, pumped bypass systems, surveying, and other required work and trades. Estimated cost of this work is between $18,500,000 and $19,500,000

All work covered by the contract shall be completed within six-hundred and twenty-seven (627) calendar days after the issuance of the Notice to Proceed.

Location: Oakland, CA

EBMUD Contract Equity Program is in effect on this project. District contracting objectives are: Construction 25% White Men; 9% White Women, 25% Ethnic Minorities (Men and Women).

Pre Bid Conference: The District will conduct a pre-bid jobsite inspection tour to familiarize prospective bidders with the project site and conditions. The inspection will be conducted on October 7, 2026, at 10 a.m.  and October 14, 2026 at 10 a.m. Attendees shall assemble at 2020 Wake Avenue, Oakland, CA

The District will make its best efforts to include information provided by bidders obtaining plans and specifications, such as bidders’ names, addresses, phone and fax numbers, and email and website addresses, on the website plan holders list.

Acceptance of Subcontractor’s bid is expressly conditioned upon Subcontractor’s assent to all terms and conditions contained in the applicable Overaa standard agreement without modification. These agreements are available for viewing in the Bidding Opportunities tab on our website, https://www.overaa.com/subcontractors/bidding-opportunities. By submitting a bid, Subcontractor is certifying that it has read the applicable Overaa standard agreement (either the Subcontract Agreement or Purchase Order Agreement) in full and accepts all terms without modification. Further, by submitting a bid, Subcontractor waives any rights or claims it may have to modify the terms of the Overaa standard agreement, whether through negotiations, discussions, or other means. 


Overaa’s standard agreements include the right for Overaa to require Subcontractors to furnish a faithful performance and labor bond, in a form and from a surety acceptable to Overaa, in the amount of 100% of the Subcontract price. Subcontractors will be required to comply with all subcontract insurance requirements, which includes providing a waiver of subrogation endorsement to their workers compensation insurance. Overaa utilizes the environmentally-friendly Textura electronic invoicing and payment system to streamline and expedite subcontractor invoicing and payment. Service fees charged by Textura for processing of electronic payments to Subcontractor shall be the responsibility of Subcontractor. Please contact our office if you would like more information.
