CITY OF GREENFIELD WASTEWATER TREATMENT
PLANT UPGRADE PROJECT

Scope of Work includes: The City will be constructing an upgraded 2.0 million gallons per day (“MGD”) wastewater, capable of meeting these more stringent treatment requirements. The new WWTP will be located on the same site as the existing WWTP, on the northeast end of Walnut Avenue in the City. Furnishing all labor, materials, equipment and services for the new Wastewater  Treatment Plant (WWTP), including, but not limited to:
1. Phase 1: Site Preparation includes over-excavation, soil stabilization, temporary retaining wall construction, existing WWTP bypass piping modification, installation of bypass, coordination with PG&E for demolition and relocation of PG&E facilities, provision of temporary power, and construction of the stormwater retention basin.

2. Phase 2: WWTP Construction includes site grading, paving and yard piping, new access roads, perimeter fence and gates, plant drain pump station and on-site stormwater collection facility, a headworks facility, packaged Membrane Bioreactor (MBR) Treatment Plant, equalization basins, influent pump station, centralized fine screen facility with a MBR flow splitting box, ultraviolet (UV) disinfection system, electrical service upgrades, standby generator, chemical distribution and storage improvements, structural concrete slabs, effluent pump station and distribution system, 3-Water (3W) pump station, hydro-pneumatic tank, 3W distribution system, recycled water pump station, recycled water automatic self-cleaning filter, one of the solids handling facility, domestic potable water system, Administration/Operation Building, Maintenance/Storage Building, Electrical/Chemical Building, chemical metering and  dosing systems, electrical improvements, instrumentation and controls, SCADA, testing, arcflash compliance, commissioning, training, construction of the effluent pipeline in phases, and general site improvements and all necessary finish work associated with the improvement project and its related components.

3. Phase 3: Decommission and Demolish Existing WWTP Convert existing clarifiers 1, 2, & 3 to emergency storage. Demolition of existing facilities at the existing wastewater treatment plant as needed for conversion, remove temporary retaining wall and regrade existing site, removal of equipment at the interior of the clarifier tanks, coating of clarifier tanks’ interior surfaces, replacing piping and valves between the clarifier tanks, demolition of aerators and existing junction box at the aerated pond site, and any repair to the equipment and liner for the conversion of the existing aerated pond to recycled water storage ponds.

4. Phase 4: Finish Facilities Walnut Avenue extension that includes stormwater transmission facilities, new potable water service, new recycled water main, and sanitary sewer; and installation of a second sludge handling unit.
B. The Work also includes maintaining the existing WWTP in service in Phases 1 and 2 and
maintaining compliance with the General Order/NOA during construction.

Local Hiring Effort: The Monterey Bay Area residents includes only the counties of Monterey, San Benito, and Santa Cruz (50%) of the contractor’s total construction work force, including any subcontractor work force, measured in labor work hours, Disadvantage Business Enterprises DBE/WBE/MBE are encouraged to bid on this project.

Pre Bid Conference: The mandatory pre-bid meeting will be held at City Hall, which is located at 599 El Camino Real, Greenfield, CA. Following the in-person mandatory pre-bid meeting, attendees/ prospective bidders will travel using their own transportation to the City’s existing WWTP, approximately 2 miles from City Hall.

Acceptance of Subcontractor’s bid is expressly conditioned upon Subcontractor’s assent to all terms and conditions contained in the applicable Overaa standard agreement without modification. By submitting a bid, Subcontractor is certifying that it has read the applicable Overaa standard agreement (either the Subcontract Agreement or Purchase Order Agreement) in full and accepts all terms without modification. Further, by submitting a bid, Subcontractor waives any rights or claims it may have to modify the terms of the Overaa standard agreement, whether through negotiations, discussions, or other means. 

Overaa’s standard agreements include the right for Overaa to require Subcontractors to furnish a faithful performance and labor bond, in a form and from a surety acceptable to Overaa, in the amount of 100% of the Subcontract price. Subcontractors will be required to comply with all subcontract insurance requirements, which includes providing a waiver of subrogation endorsement to their workers compensation insurance. Overaa utilizes the environmentally-friendly Textura electronic invoicing and payment system to streamline and expedite subcontractor invoicing and payment. Service fees charged by Textura for processing of electronic payments to Subcontractor shall be the responsibility of Subcontractor. Please contact our office if you would like more information.
