EBMUD: Walnut Creek Water Treatment Plant Filters Improvements Spec 2189

We request bids from all qualified subcontractors and suppliers including
DVBE/DBE/SDVOSB/SBE/MBE/VOSB/WBE’s for the following Project:
EBMUD: WALNUT CREEK WATER TREATMENT PLANT FILTERS IMPROVEMENTS Spec 2189

Work includes:
1. Filters 1 through 4:
a. Demolish existing Wheeler Bottom underdrains.
b. Replace and provide new underdrains, troughs, media, stop logs, applied channel overflow pipes, valves, and gaskets.
c. Demolish existing surface wash piping; furnish, install, and demolish temporary surface wash piping. Furnish and install new air scour piping.
d. Furnish and install new lighting panel.
2. Filters 5 through 8:
a. Replace and provide new troughs and valves.
b. Investigate and repair the water leak at Filter 5 Right (5R) filter box. Replace all media with new media in Filter 5R.
c. For Filters 5 through 8 except for Filter 5R, replenish lost media with new media to the levels indicated in the design drawings.
d. Demolish Filter 5 & 7 Foundation Fieldbus, replace with District-furnished instrumentation, and replace and rewire valve boards.
3. Pipe Gallery
a. Demolish Washwater Supply (WWS) tee, flow control valve (FCV), pipe loop and supports. Furnish and install 24”/20” WWS bypass, supports and valves. Provide new cross, valves, associated piping, and instrumentation.
b. Demolish polyblend tank, including concrete curbs.
4. Blower Building
a. Replace and provide new switchboard.
5. Operations Building
a. Furnish and install 800A Manual Transfer Switch (MTS) with generator connection box. Reroute existing, replace and provide new cable.
Estimated cost of this work is between $20M and $25M.
This project will require multiple trades and types of work; for example (note: this list is not all inclusive): demolition, saw-cutting, concrete coring, hazardous materials handling, grading, excavation, shoring, fill, concrete, rebar, waterproofing, painting, industrial coatings, structural steel, bolting, welding, mechanical, electrical, pipeline, plumbing, temporary crane equipment, handrails, guardrails, gratings and railings, fencing, trucking, paving, and other required work and trades.
All work covered by the contract shall be completed within one thousand two hundred fifty (1,250) calendar days after the issuance of the Notice to Proceed.
The contractor/subcontractor performing the electrical work for this contract is required to be a District pre-qualified electrical subcontractor. See Instructions to Bidders Article 6 for more information.
EBMUD Contract Equity Program is in effect on this project. District contracting objectives are: Construction 25% White Men; 9% White Women, 25% Ethnic Minorities (Men and Women).
Location: Walnut Creek Water Treatment Plant at 2201 Larkey Lane, Walnut Creek, CA.
Pre Bid Conference: The District will conduct a pre-bid jobsite inspection tour to familiarize prospective bidders with the project site and conditions. The inspection will be conducted on Wednesday, October 21, 2026 at 9 a.m. Bidders/bid walk attendees (Attendees) shall comply with any Contra Costa County health orders. Attendees shall be expected to complete and sign a waiver of liability prior to attending the pre-bid jobsite inspection tour. Blank copies of the waiver form will be provided on site for completion. Attendees shall assemble at Walnut Creek Water Treatment Plant at 2201 Larkey Lane, Walnut Creek, CA. Attendees shall check in with the security guard at the entrance and report directly to the Operations Building entrance, between Filter 1 and Filter 5 upon arrival and not loiter in the surrounding neighborhood prior to the start time. This is the only time that the Walnut Creek WTP will be open for inspection.

Acceptance of Subcontractor’s bid is expressly conditioned upon Subcontractor’s assent to all terms and conditions contained in the applicable Overaa standard agreement without modification. By submitting a bid, Subcontractor is certifying that it has read the applicable Overaa standard agreement (either the Subcontract Agreement or Purchase Order Agreement) in full and accepts all terms without modification. Further, by submitting a bid, Subcontractor waives any rights or claims it may have to modify the terms of the Overaa standard agreement, whether through negotiations, discussions, or other means.
Overaa’s standard agreements include the right for Overaa to require Subcontractors to furnish a faithful performance and labor bond, in a form and from a surety acceptable to Overaa, in the amount of 100% of the Subcontract price. Subcontractors will be required to comply with all subcontract insurance requirements, which includes providing a waiver of subrogation endorsement to their workers compensation insurance. Overaa utilizes the environmentally-friendly Textura electronic invoicing and payment system to streamline and expedite subcontractor invoicing and payment. Service fees charged by Textura for processing of electronic payments to Subcontractor shall be the responsibility of Subcontractor. Please contact our office if you would like more information.
