DBE outreach ads for California public works bids
Bidding a Caltrans or other federally funded job with a DBE contract goal? Advertise your subcontracting and supply opportunities to certified Disadvantaged Business Enterprises in The Daily Reporter, a California trade newspaper certified by the Department of General Services since 1994.
What a DBE outreach ad does
On federally funded transportation contracts, a prime that doesn't meet the DBE goal has to show it made good faith efforts to find DBE subcontractors. Advertising the work in trade and focused media is one of the standard steps agencies look for, alongside direct solicitations and follow-up.
Your ad lists the project, bid date, the work items and supplies you're subcontracting, and how to reach your estimator. It runs in every edition through your bid date, appears on thedailyreporter.net, and is emailed to about 4,000 California construction firms.
The 2026 DBE rule change
USDOT's 2025–2026 rule changes paused DBE contract goals until each state finished re-certifying its DBE firms and set a new overall goal. California finished that step in July 2026, so DBE goals and good faith effort requirements are returning on federal-aid projects. Always follow the requirements in your bid documents.
